What is PFMS?
The Public Financial Management System (PFMS) is a web-based online platform developed by the Government of India under the Controller General of Accounts (CGA), Ministry of Finance. It serves as a comprehensive financial management system that enables real-time tracking of funds disbursed under various government schemes, including centrally sponsored schemes and direct benefit transfers. PFMS facilitates efficient monitoring of fund utilization, reduces delays in payment releases, and ensures transparency by providing a unified interface for all stakeholders—central ministries, state governments, implementing agencies, and beneficiaries. Initially launched in 2009 as a pilot for Plan schemes, it was later expanded to cover all central government expenditures. PFMS integrates with the Aadhaar Payment Bridge and National Payments Corporation of India to enable direct transfers into beneficiaries' bank accounts. It is extensively used in flagship programs such as MGNREGA, PM-KISAN, and scholarships. The system also supports payment validation, e-signatures, and generates real-time MIS reports. For competitive exams like UPSC, SSC, and banking, PFMS is a key topic under governance and public finance, often asked in terms of its role in enhancing accountability and curbing leakages in welfare schemes.
