What is CAG?
The Comptroller and Auditor General of India (CAG) is a constitutional authority established under Article 148 of the Constitution of India. It is the supreme audit institution of the country, responsible for auditing the receipts and expenditures of the Government of India and state governments, including bodies and authorities substantially financed by the government. The CAG acts as the guardian of the public purse and ensures accountability in the use of public funds. Its reports are submitted to the President or Governor, which are then examined by the Public Accounts Committee (PAC) of Parliament or state legislatures. The CAG plays a critical role in promoting transparency and good governance by highlighting cases of financial mismanagement, waste, and corruption. It is often referred to as the 'watchdog of public finances'. For competitive exams like UPSC Civil Services, SSC, and state PCS, questions on the CAG's appointment, tenure, powers, and duties are common. The office is also a member of the International Organization of Supreme Audit Institutions (INTOSAI).
