What is VSS?
The Voluntary Separation Scheme, commonly abbreviated as VSS, is a formal workforce exit policy offered by Indian public sector undertakings, public sector banks, and various government organizations to allow employees to retire before the standard superannuation age. Under this scheme, eligible employees voluntarily opt to leave service in exchange for a generous compensation package, which usually includes an ex-gratia lump-sum payment, salary in lieu of notice period, and full settlement of provident fund, gratuity, and other statutory benefits. VSS has been widely adopted in central public sector enterprises, public sector banks, telecom companies, and even state-owned airlines during periods of restructuring, modernization, or financial difficulty. The scheme gained significant traction during the late 1990s and early 2000s when many loss-making PSUs used it as a tool to right-size their workforce and reduce recurring expenditure on salaries and pensions. Guidelines issued by the Department of Public Enterprises and relevant administrative ministries govern the eligibility criteria, payout structure, and approval process. For competitive examinations such as IBPS, SSC, RBI Grade B, and UPSC, the concept of VSS is frequently tested under labour welfare, industrial relations, public sector management, and general awareness sections.
