What is VRS?

The Voluntary Retirement Scheme (VRS) is a formal programme offered by employers that allows eligible employees to retire before the standard retirement age, typically in exchange for a lump-sum compensation package. In India, VRS is widely used by public sector undertakings (PSUs), banks, and private companies as a strategic tool to downsize workforce, restructure operations, or improve financial efficiency. The scheme is governed under Section 5 of the Industrial Disputes Act, 1947, along with relevant Income Tax Act provisions for tax treatment of the compensation received. Various central ministries, state governments, and large corporations have periodically introduced VRS to manage surplus staff, particularly during mergers, modernisation drives, or financial restructuring phases. Employees opting for VRS usually receive ex-gratia payments, provident fund benefits, gratuity, and sometimes medical benefits for a specified period post-retirement.
