What is SUR?
The Small Unit Register, commonly referred to as SUR, is an official registration document issued by the District Industries Centre (DIC) to qualifying small-scale industrial units operating across India. It serves as a formal recognition certificate that confirms the existence and operational status of a small enterprise under the regulatory framework of the state government. Small manufacturers, cottage industries, and tiny units engaged in production, processing, or service activities apply for this registration through their local DIC office by submitting details about their business, investment in plant and machinery, and employment generation. The SUR was historically a mandatory prerequisite for availing several government benefits including priority sector lending, subsidy schemes, excise exemptions, and preference in public procurement tenders. In contemporary India, while the MSMED Act of 2006 has streamlined registration through Udyam Registration, the SUR still holds archival value for older businesses and is referenced in legal and compliance matters. Commerce, business administration, and entrepreneurship students in Indian universities often study this term as part of their industrial policy and small enterprise management coursework.
