What is OER?
Open Educational Resources (OER) are freely accessible, openly licensed teaching, learning, and research materials that reside in the public domain or have been released under an intellectual property license that permits their free use, adaptation, and redistribution. In India, OER has gained significant momentum as a cornerstone of digital education initiatives, particularly through platforms like SWAYAM, DIKSHA, and NPTEL, which make high-quality academic content available to students across diverse linguistic and socioeconomic backgrounds. OER includes textbooks, lecture notes, syllabi, assignments, audio-visual recordings, and interactive modules, covering subjects from primary school to postgraduate levels. The National Education Policy 2020 explicitly endorses the use of OER to promote equitable access to education and reduce the financial burden on learners. OER is widely used by teachers to customize curricula, by students for self-study preparation for competitive exams like JEE, NEET, and UPSC, and by institutions to build open courseware. For exam aspirants, familiarity with OER models and platforms can be relevant to questions on education policy, digital divide, and sustainable development in exams like UGC NET and CTET. The UNESCO recommendation on OER has further encouraged India to integrate open resources into mainstream pedagogy, fostering a culture of collaboration and lifelong learning.
