What is JCG?
A Joint Consultative Group (JCG) is a formal mechanism established within Indian government ministries and departments to facilitate dialogue between official representatives and employee unions or associations. Its primary role is to discuss matters related to service conditions, welfare, and grievances of government employees, aiming to resolve issues through mutual consultation rather than conflict. The JCG system derives from the recommendation of the Second Central Pay Commission and operates under the framework of the Department of Personnel and Training (DoPT). It meets periodically, typically quarterly, at the ministry level and also at the departmental level. In India, the JCG is especially significant for central government employees, covering areas such as pay, allowances, promotion policies, and working environment. The group includes equal representation from the official side and the staff side, fostering a collaborative approach to industrial relations in the public sector.
