What is JCM?
Joint Consultative Machinery (JCM) is a formal platform established by the Government of India to facilitate dialogue and consultation between the government as an employer and its employees, primarily at the central level. It serves as a mechanism for resolving disputes, discussing service conditions, pay and allowances, and other welfare matters. JCM operates through a network of departmental and national councils, with the National Council (Staff Side) representing employee unions and the official side representing the government. The institution is especially active during wage negotiations and before major policy changes affecting government staff. It was set up under the recommendations of the Second Pay Commission and is governed by the JCM Scheme. While it has no statutory backing, it holds considerable moral authority and is used regularly to address grievances and improve industrial relations in the public sector. In recruitment exams for central government posts, questions about JCM often appear in the Indian Polity or Labour Administration sections, testing candidates' awareness of employee welfare mechanisms. Despite some criticisms regarding delays, JCM remains a key pillar of participative governance in India's vast public services.
