Inner Line Permit
Full Form of ILP
What is ILP?
The Inner Line Permit (ILP) is an official travel document issued by the Government of India to regulate the entry of Indian citizens from outside certain protected states. It is mandatory for non-residents to enter the states of Arunachal Pradesh, Nagaland, Mizoram, and Manipur (in some districts). The ILP system was introduced under the Bengal Eastern Frontier Regulation of 1873 to protect indigenous communities, culture, and land rights. It is issued by the respective state governments, typically through online portals or designated offices. The permit specifies the duration of stay (usually up to 30 days for tourists) and areas allowed to visit. For students and professionals, longer permits can be obtained. The ILP is distinct from a Restricted Area Permit (RAP), which is required for foreign nationals. The system helps monitor demographic changes and prevent illegal settlement. In competitive exams like UPSC Civil Services and state PSCs, questions on ILP often appear under internal security, governance, and northeast India topics. Understanding the ILP framework is essential for aspirants studying border area administration and tribal welfare policies. The permit is also a point of political debate regarding autonomy versus integration.
