What is HWA?
A Housing and Welfare Association (HWA) is a formal body formed by residents of a housing complex, apartment building, or gated community to manage common affairs, maintain shared facilities, and address collective welfare issues. In India, as urban housing complexes have proliferated, HWAs have become essential for governance of common areas such as parks, lifts, parking, and water supply, as well as for organizing festivals, security, and dispute resolution. They are typically registered under the Societies Registration Act or the Apartment Ownership Act of the respective state. HWAs function through an elected committee with defined bylaws and are responsible for collecting maintenance fees, coordinating with municipal authorities, and ensuring compliance with local regulations. The term is widely used in real estate agreements, resident meetings, and property management contexts. While HWAs are not directly tested in major competitive exams, questions on local governance and cooperative housing frequently appear in UPSC, SSC, and state civil services examinations, making knowledge of resident welfare bodies relevant for aspirants.
