What is HOH?
Head of Household (HOH) is a term primarily used in official government records and surveys to denote the primary earner or decision-maker in a family unit. In India, the concept is critical for census operations, income tax filings, and eligibility for various welfare schemes. During the decennial Census of India, each household identifies one member as the HOH, typically the person who bears the chief responsibility for the family's livelihood and is often the oldest male or female member. The definition can vary slightly across schemes: for the Public Distribution System (PDS), the HOH is the person named on the ration card, while for income tax purposes, the HOH may be the individual with the highest income in the family. This designation is also used in Aadhaar seeding, bank account opening (Jan Dhan Yojana), and housing loan applications. The HOH concept helps the government target subsidies, track demographic trends, and implement policies like the National Family Health Survey.
