In India, HHR is critical for planning and managing the healthcare system to ensure adequate staffing across primary, secondary, and tertiary care levels. The Ministry of Health and Family Welfare and state health departments use HHR data to identify shortages, deploy resources efficiently, and implement policies such as the National Health Mission and Ayushman Bharat. HHR analysis takes place during health scheme planning, hospital accreditation, and annual health surveys. The COVID-19 pandemic highlighted the importance of HHR as frontline workers faced immense pressure, prompting initiatives to boost the workforce through medical colleges, nursing schools, and training programs. The National Human Resources for Health Strategic Plan (2012-2022) set targets for increasing the density of health workers. For competitive exams such as UPSC, state PCS, and public health entrance tests, HHR appears in questions related to health governance and human resource management.
