What is DUF?
A Dual Use Facility (DUF) refers to any institution, laboratory, or infrastructure that is designed for civilian purposes but can also be applied for military, defense, or weapons development. In India, DUFs are primarily associated with biotechnology, chemical engineering, and advanced material research, where scientific knowledge and equipment have both peaceful and potential combative applications. The Government of India, through the Department of Biotechnology and the Directorate General of Foreign Trade, monitors DUFs under the Special Chemicals, Organisms, Materials, Equipment and Technologies (SCOMET) list. These facilities require strict licensing and compliance to prevent the proliferation of weapons of mass destruction.
