Commission on Human Rights
Full Form of CHR
What is CHR?
The Commission on Human Rights (CHR) is an independent statutory body tasked with the protection, promotion, and monitoring of human rights. In the Indian context, while the primary national body is the National Human Rights Commission (NHRC), the term CHR is often used generically to refer to any human rights commission, including state-level bodies. These commissions investigate complaints of human rights violations, review legal safeguards, and recommend remedial measures. The CHR framework is rooted in the Paris Principles and operates under the Protection of Human Rights Act, 1993. It plays a crucial role in safeguarding fundamental rights enshrined in the Indian Constitution. CHR-related concepts are frequently tested in competitive exams such as the UPSC Civil Services, UGC NET, and state public service commission exams, where candidates are expected to understand the structure, functions, and limitations of human rights bodies. The commission's reports and interventions are used in policy making and judicial reviews, making it a key institution in India's democratic governance.
