What is SHRC?
The State Human Rights Commission (SHRC) is a statutory body established under the Protection of Human Rights Act, 1993 (as amended in 2006) to protect and promote human rights at the state level in India. Each state can set up its own SHRC to investigate violations of human rights, recommend remedial measures, and spread awareness. The commission typically comprises a chairperson (a former Chief Justice of a High Court) and two members. SHRCs function complementarily to the National Human Rights Commission (NHRC), dealing with issues that fall within state jurisdiction, such as police excesses, custodial deaths, discrimination, and rights of vulnerable groups. They can intervene in judicial proceedings, visit prisons, and review laws. In exams like UPSC and state civil services, SHRC is an important topic under Indian polity and human rights framework. The commission submits annual reports to the state government, which are laid before the state legislature.
