What is VTL?
VTL stands for Vaccinated Travel Lane, a special bilateral travel arrangement that allows fully vaccinated passengers to move between two countries without undergoing mandatory quarantine. The concept gained massive importance in India during the COVID-19 pandemic, particularly when Singapore and India launched a VTL arrangement in November 2021 to restore safe international travel for business professionals, students, and families. Under this scheme, travellers had to be fully vaccinated with WHO-approved vaccines, hold a valid negative PCR test taken within 48 to 72 hours of departure, and apply through designated airlines for a Vaccinated Travel Pass. The arrangement was administered jointly by India's Ministry of Health and Family Welfare, the Ministry of External Affairs, and Singapore's Immigration and Checkpoints Authority. VTL flights operated between major Indian cities like Chennai, Mumbai, Delhi, and Bengaluru, and Singapore's Changi Airport. For Indian students enrolled in Singaporean universities and IT professionals on short-term assignments, VTL proved to be a lifeline. The term frequently appears in questions related to international travel policy, pandemic-era diplomacy, and bilateral agreements in competitive exams such as UPSC, banking, and SSC.
