The concept gained massive importance in India during the COVID-19 pandemic, particularly when Singapore and India launched a VTL arrangement in November 2021 to restore safe international travel for business professionals, students, and families. Under this scheme, travellers had to be fully vaccinated with WHO-approved vaccines, hold a valid negative PCR test taken within 48 to 72 hours of departure, and apply through designated airlines for a Vaccinated Travel Pass. The arrangement was administered jointly by India's Ministry of Health and Family Welfare, the Ministry of External Affairs, and Singapore's Immigration and Checkpoints Authority.
