What is UUW?
Urban Unaccounted Water, commonly abbreviated as UUW, refers to the difference between the total volume of water produced and supplied by a municipal water distribution system and the volume of water that is properly billed, metered, or otherwise accounted for by the utility. This shortfall typically results from a combination of physical losses, such as pipeline leaks, tank overflows, aging infrastructure, and damaged valves, along with commercial losses, including illegal connections, meter malfunctions, and administrative billing errors. In India, UUW is a critical issue facing urban local bodies and water utility companies, with several major cities regularly reporting losses of 30 to 50 percent of their treated water before it ever reaches paying consumers. The problem places a heavy financial burden on municipalities and worsens water scarcity in rapidly urbanising regions. Reducing UUW has therefore become a central objective of central government initiatives like the Smart Cities Mission, the Atal Mission for Rejuvenation and Urban Transformation (AMRUT), and the Jal Jeevan Mission. The concept of UUW is also relevant for students preparing for UPSC, state PSC, and engineering service examinations where questions on urban infrastructure and water governance appear frequently.
