What is UPR?
The Universal Periodic Review, commonly referred to as UPR, is a distinctive mechanism established by the United Nations General Assembly in 2006 under the UN Human Rights Council in Geneva. It involves a systematic review of the human rights records of all 193 UN member states, providing every nation an opportunity to present actions taken to improve human rights situations and fulfil its international obligations. For India, the UPR carries considerable weight as the country has completed four review cycles since 2008, with the most recent held in 2022. India submits a national report, receives recommendations from peer states, and participates in interactive dialogues concerning issues such as minority rights, freedom of expression, custodial justice, and caste-based discrimination. The Ministry of External Affairs coordinates India's UPR submissions, while the National Human Rights Commission plays a supporting role domestically. The UPR is an important topic in UPSC Civil Services examinations, particularly under General Studies Paper II covering governance, international relations, and human rights frameworks, and also appears in state public service commission and law entrance tests.
