What is TSW?
The Tribal Sub-Plan, commonly abbreviated as TSW or TSP, is a dedicated funding strategy of the Government of India designed to channel resources for the development of Scheduled Tribes across the country. Introduced in 1974-75, the scheme ensures that funds from the Central and State budgets are allocated in proportion to the tribal population in each state, so that socio-economic gaps can be bridged. The funds are meant for sectors such as education, healthcare, agriculture, irrigation, skill development, and road connectivity in tribal-dominant regions. TSW is particularly relevant in states like Odisha, Jharkhand, Chhattisgarh, Madhya Pradesh, Maharashtra, and the northeastern states where tribal populations are concentrated. The scheme operates under the Ministry of Tribal Affairs and works in collaboration with various state agencies. Over the years, it has been rebranded and restructured to improve accountability and outcomes, with the focus now shifting to empowering tribal communities through sustainable livelihood programmes.
