What is TSP?
The Tribal Sub-Plan, commonly known as TSP, is a dedicated strategy introduced by the Government of India in 1974-75 during the Fifth Five Year Plan to channelise funds for the development of Scheduled Tribes across the country. Under this plan, state governments were required to allocate a specific proportion of their plan expenditure proportionally matching the tribal population in their respective states, ensuring targeted welfare for tribal communities. TSP covers sectors like education, healthcare, livelihood, infrastructure, and skill development in tribal-dominated areas, including those governed under the Fifth and Sixth Schedules of the Constitution. The scheme focuses on bridging the developmental gap between tribal populations and the rest of society by providing resources for housing, irrigation, drinking water, forest produce marketing, and minor forest operations. In 2022-23, the Ministry of Finance renamed TSP as the Scheduled Tribe Component under the revised nomenclature framework. The concept remains highly relevant for UPSC Civil Services, state public service commissions, and other competitive exams where questions on tribal welfare policies, budgeting, and affirmative action frequently appear.
