Tribal Sub-Plan Coordination Committee
Full Form of TSCC
What is TSCC?
The Tribal Sub-Plan Coordination Committee (TSCC) is a statutory body established under the Ministry of Tribal Affairs, Government of India, to ensure effective implementation and monitoring of Tribal Sub-Plans (TSPs) across states and union territories. It coordinates with various central and state government departments to channel funds and resources for the socio-economic development of Scheduled Tribes. The TSCC meets periodically to review progress, resolve inter-departmental bottlenecks, and approve integrated tribal development projects. It plays a pivotal role in safeguarding tribal rights, promoting education, healthcare, and livelihood opportunities, and preserving tribal culture. The concept of a sub-plan was introduced after the Fifth Five-Year Plan to focus on tribal areas. Today, TSCCs function at both state and district levels, with district-level committees often chaired by the District Collector. For UPSC, state PCS, and other competitive exams, TSCC is a recurring topic in Indian polity, governance, and tribal affairs sections. Understanding its structure and functions helps aspirants answer questions on constitutional safeguards for tribal communities and the implementation of Schedule V and VI provisions. The committee ensures that tribal welfare schemes are not diluted by mainstream development programs.
