What is TSC?
The Tribal Sub-Plan (TSP), now known as the Scheduled Tribes Component (STC), is a dedicated funding mechanism of the Government of India designed to channel resources specifically for the development and welfare of Scheduled Tribes across the country. Introduced in 1976-77 on the recommendations of the Fifth Central Pay Commission and later reinforced by various policy reforms, the scheme mandates that all Central Ministries, Departments, and Public Sector Undertakings allocate a proportion of their total plan outlay for tribal welfare activities. The funds are utilized for infrastructure development, education, healthcare, livelihood generation, and preservation of tribal culture in Scheduled Areas. The scheme operates primarily in states with significant tribal populations, including Jharkhand, Odisha, Chhattisgarh, Madhya Pradesh, Maharashtra, Rajasthan, and the northeastern states. The Planning Commission, and later NITI Aayog, have been responsible for monitoring its implementation. In 2021, the scheme was renamed the Scheduled Tribes Component to align with broader welfare goals and remove outdated terminology. It remains an important topic for UPSC, state Public Service Commissions, and other competitive exams dealing with Indian polity, governance, and welfare schemes.
