What is TNR?
Trap-Neuter-Return, commonly abbreviated as TNR, is a humane and non-lethal method of managing free-roaming animal populations, especially community dogs and cats. The process involves trapping stray animals, sterilizing them through veterinary surgery, administering rabies vaccinations, and then returning them to their original territory. In India, where the stray dog population runs into several crores and frequent human-animal conflicts make headlines, TNR has become a cornerstone of animal welfare policy. The Animal Welfare Board of India and municipal corporations in cities like Chennai, Mumbai, Bengaluru, and Delhi run large-scale TNR programmes in partnership with NGOs, blue cross societies, and veterinary colleges. It is widely implemented as a practical alternative to culling, which remains illegal under Indian law and the Prevention of Cruelty to Animals Act, 1960. The approach gained legal backing after the 2015 Supreme Court directive that emphasized sterilization over elimination.
