What is TIR?
TIR, short for Transports Internationaux Routiers, is a globally recognised customs transit system that simplifies the movement of goods across international borders by road. Administered by the International Road Transport Union under the United Nations, the TIR Convention allows cargo to cross multiple countries with minimal inspection and without paying customs duties at every border crossing. India acceded to the TIR Convention in 2017, becoming the 71st country to join, and the system became operational through pilot runs connecting India to Iran, Afghanistan, and Central Asia. The system is particularly significant for India because it strengthens trade ties with Eurasian nations, reduces transit time for exporters, and supports the government's Act East and Connect Central Asia policies. Indian transporters, freight forwarders, and customs authorities use the TIR carnet, a single document that serves as a customs declaration and guarantee. The TIR system is widely studied for Indian competitive exams, especially those related to customs, foreign trade, logistics, and international affairs, where questions on multilateral trade agreements frequently appear.
