What is RUS?
RUS (Rashtriya Uchchatar Shiksha Abhiyan) is a centrally sponsored scheme launched by the Government of India in 2013 to revamp the quality and accessibility of higher education across the country. Operating under the Ministry of Education (formerly the Ministry of Human Resource Development), this scheme aims to transform India's higher education landscape by providing strategic funding to state universities, colleges, and other accredited institutions. RUS focuses on critical areas such as infrastructure development, faculty upgradation, research and innovation promotion, equity initiatives, and governance reforms in higher education institutions. It plays a vital role in helping India achieve the targeted gross enrolment ratio of 50 percent in higher education by 2035, in line with the National Education Policy 2020. The scheme is implemented through state governments, which submit detailed institutional development plans for upgrading their colleges and universities. RUS is particularly relevant for students preparing for competitive exams like UGC NET, CTET, and civil services, where questions about central education schemes and government missions frequently appear in general awareness and education-related sections of the test.
