What is MHRD?
The Ministry of Human Resource Development (MHRD) was a Government of India ministry responsible for the development of human resources through education, research, and skill development. It oversaw school education, higher education, and technical education through its departments and attached bodies such as the University Grants Commission (UGC), All India Council for Technical Education (AICTE), and National Council of Educational Research and Training (NCERT). Established in 1985 by merging the Department of Education and several other units, the MHRD formulated national education policies, set educational standards, and allocated funds to states and institutions. It launched flagship programs like the Sarva Shiksha Abhiyan, Rashtriya Madhyamik Shiksha Abhiyan, and the National Mission on Education through ICT. In 2020, the ministry was renamed the Ministry of Education to align with the National Education Policy 2020. MHRD remains a commonly used acronym in older documents, competitive exam questions (especially for UPSC, UGC NET, and teaching exams), and historical references. Its key functions included improving literacy, promoting research, and regulating higher education institutions across India.
