Rashtriya Hindi Yojana
Full Form of RHY
What is RHY?
Rashtriya Hindi Yojana (RHY) is a flagship scheme of the Government of India aimed at promoting the use of Hindi as the official language in central government offices, public sector undertakings, and other constitutional bodies. Launched under the aegis of the Department of Official Language, Ministry of Home Affairs, the scheme provides financial assistance, training programs, and incentives to encourage Hindi adoption in day-to-day administration and documentation. It covers activities such as Hindi workshops, translation assistance, publication of official materials, and recognition of employees who excel in Hindi work. The RHY is particularly significant in the context of India’s multilingual federal structure, where it seeks to implement the constitutional mandate under Article 343(1) that designates Hindi in Devanagari script as the official language of the Union. The scheme is applicable across all central government departments, including those in Hindi-speaking and non-Hindi-speaking states. For students preparing for competitive exams like UPSC, SSC, and state civil services, understanding RHY is relevant for the polity and governance sections, as questions often appear on official language policies, the role of the Hindi Advisory Committee, and the implementation of the Official Languages Act, 1963. The scheme has evolved over time with increased budgetary allocations and digital tools to facilitate Hindi usage in government e-offices.
