What is RAQ?
Regional Administrative Quota (RAQ) refers to a reservation policy within Indian civil services and state government recruitment that allocates a certain percentage of positions to candidates domiciled in specified geographic regions. The objective is to ensure equitable representation from all parts of a state or territory, especially areas that are historically underrepresented in administrative roles. RAQ is commonly implemented in states with large rural-urban divides or diverse linguistic zones. It operates alongside other quotas like caste-based reservations and is often applied in district-level postings, police services, and lower judiciary positions. The policy was introduced to address regional imbalances in governance and to bring local knowledge and sensitivity to administration. For example, a candidate from a hill district might receive priority for posts in that same district under RAQ. While the policy promotes inclusivity, it has also sparked debates about merit versus representation.
