What is PRA?
The Panchayati Raj Act (PRA) is a landmark piece of legislation in India that established the framework for local self-government in rural areas. Enacted following the 73rd Constitutional Amendment in 1992, the Act empowers village-level institutions—Gram Panchayats, Panchayat Samitis, and Zila Parishads—to plan and implement development programs. The PRA also mandates regular elections, reservation for Scheduled Castes, Scheduled Tribes, and women, and devolution of financial and administrative powers to these bodies. In India, the Act is used to promote grassroots democracy and decentralised planning, ensuring that local communities have a say in matters like infrastructure, education, health, and sanitation. The legislation came into effect in 1993 and has been adopted by all states with minor variations. For competitive exams like UPSC and state civil services, understanding the provisions of the PRA is crucial to answer questions on Indian polity, federalism, and rural governance. The Act has transformed the administrative landscape by transferring power from distant state capitals to villages, thereby strengthening democratic participation at the lowest tier of governance.
