What is ZP?
Zilla Parishad (ZP) is the district-level apex body of the Panchayati Raj system in India, operating under the 73rd Constitutional Amendment Act of 1992. It functions as the third tier of local self-government, after Gram Panchayat at the village level and Panchayat Samiti at the block level. The ZP is responsible for planning, implementation, and monitoring of development programs related to agriculture, health, education, infrastructure, and rural employment across the district. It comprises elected members from blocks, along with ex-officio members such as MPs, MLAs, and district-level officers. The ZP meets regularly to approve budgets, review projects, and allocate funds from state and central schemes. In Indian exams like UPSC, State PCS, and Bank PO, questions on ZP often appear under Polity and Governance, particularly on local administration, constitutional provisions, and the role of district planning committees.
