What is PAB?
The Project Approval Board (PAB) is a high-level committee under the Department of School Education and Literacy, Ministry of Education, Government of India. It is responsible for reviewing and approving annual work plans and budgets submitted by states and Union Territories under the Samagra Shiksha Abhiyan (SSA), the flagship programme for universal school education. The PAB evaluates proposals related to infrastructure, teacher training, digital resources, and inclusive education before allocating central funds. It convenes multiple times each year, typically during the planning cycle of the financial year, ensuring that state-level initiatives align with national education policies such as the National Education Policy 2020. In the Indian context, the PAB serves as a crucial mechanism for decentralised planning, allowing states to present their specific needs while the board ensures accountability and effective utilisation of resources. Knowledge of the PAB is essential for civil services examinations like the UPSC, particularly in the Education and Social Development segments, as it reflects the operational framework of India’s school education system.
