What is OVN?
The Oxygen Ventilator Network (OVN) is a collaborative public health framework established during the COVID-19 pandemic in India to coordinate the supply, distribution, and management of oxygen concentrators and ventilators across healthcare facilities. Launched in 2021 amid acute shortages, OVN brought together central and state governments, private hospitals, manufacturers, and NGOs to create a real-time inventory of available oxygen resources and ventilator beds. This network leveraged a centralised digital platform that allowed hospitals to report capacity, patients to find beds, and authorities to redirect supplies to high-demand regions. OVN was particularly active in states like Delhi, Maharashtra, and Karnataka, where surges overwhelmed local infrastructure. The network updated information every few hours and was accessible via a public dashboard and a dedicated helpline. Beyond emergency response, OVN prompted investment in domestic production of medical oxygen and enhanced state-level stockpiling protocols. Though COVID-19 is now under control, the model remains relevant for future health emergencies.
