What is OBC?
OBC stands for Other Backward Classes, a term used in India to refer to socially and educationally disadvantaged communities that are not classified as Scheduled Castes or Scheduled Tribes. The Indian Constitution, through Article 15(4) and Article 16(4), allows the state to make special provisions for the advancement of OBCs, including reservations in public employment and educational institutions. The Mandal Commission report of 1991 implemented a 27% reservation quota for OBCs in central government jobs and public sector undertakings, which was later extended to higher education institutions. OBC status is determined by the National Commission for Backward Classes, and individuals must obtain a non-creamy layer certificate to avail benefits if their family income exceeds a specified threshold. The term is widely used in government forms, job applications, college admissions, and during elections to identify eligible beneficiaries. In the Indian competitive exam context, such as UPSC Civil Services or SSC, OBC candidates receive age relaxation and fee concessions.
