What is MLF?
The Multilateral Fund (MLF) is a financial mechanism established in 1990 under the Montreal Protocol on Substances that Deplete the Ozone Layer. Its primary purpose is to assist developing countries, including India, in meeting their obligations to phase out the production and consumption of ozone-depleting substances (ODS) such as chlorofluorocarbons (CFCs) and halons. The MLF provides grants and concessional loans for technology transfer, training, and capacity-building projects. In India, the fund has been instrumental in supporting industries transitioning to ozone-friendly alternatives, particularly in refrigeration, air conditioning, and foam manufacturing sectors. The MLF is governed by an Executive Committee with equal representation from developed and developing nations, ensuring balanced decision-making. Funds are replenished every three years through contributions from developed countries. The MLF is widely recognized in environmental policy circles and is referenced in Indian government reports on climate and ozone protection.
