What is MCC?
The Model Code of Conduct (MCC) is a set of guidelines issued by the Election Commission of India (ECI) to regulate the conduct of political parties and candidates during elections. Its primary purpose is to ensure free, fair, and transparent elections by preventing any misuse of power, bribery, hate speech, or appeal to caste and communal sentiments. The MCC comes into effect as soon as the election schedule is announced and remains in force until the completion of the election process, including the declaration of results. It applies to all parties, candidates, and the ruling government, restricting announcements of new welfare schemes, transfers of officials, or use of government machinery for campaigning. The MCC is not a statutory law but has quasi-legal force as its violation can lead to action by the ECI, including issuance of show-cause notices, disqualification of candidates, or cancellation of election results. In the Indian context, the MCC is a crucial tool for maintaining level-playing field during elections, which are conducted at multiple levels—Lok Sabha, State Assemblies, and local bodies.
