What is JRY?
Jawahar Rozgar Yojana (JRY) was a centrally sponsored rural employment programme launched in India on April 1, 1989, under the leadership of Prime Minister Rajiv Gandhi. Named after Jawaharlal Nehru, the scheme aimed to provide meaningful wage employment to the rural poor, particularly during lean agricultural seasons, thereby creating durable community assets like roads, wells, schools, and other infrastructure. JRY was a flagship poverty alleviation initiative that targeted below-poverty-line families and sought to boost rural income and purchasing power. It was implemented through the local panchayati raj institutions, making it one of the first large-scale decentralised employment programmes in the country. Over the years, JRY underwent several modifications and was eventually subsumed into the Jawahar Gram Samridhi Yojana (JGSY) in 1999, and later evolved into the National Rural Employment Guarantee Act (NREGA) in 2005. In competitive exams like UPSC, SSC, and state civil services, JRY is often cited as a precursor to modern guaranteed employment schemes. Its historic role in shaping India's rural development policy makes it an important topic for aspirants studying post-independence economic reforms and social welfare programmes.
