What is JCC?
The Joint Consultative Committee (JCC) is a bipartite forum established within Indian government departments, public sector undertakings, and ministries to facilitate dialogue between management and employee representatives. It operates under the aegis of the Joint Consultative Machinery (JCM), which was set up in 1966 following the recommendations of the First Pay Commission to promote harmonious industrial relations and resolve workplace issues through consultation rather than confrontation. JCC meetings are typically held quarterly or as needed, where agenda items range from service conditions, welfare measures, and productivity to grievance redressal and implementation of government orders. In the Indian context, these committees play a crucial role in maintaining cordial labor relations, especially in large organizations like railways, banks, and central government offices. For competitive examinations such as UPSC, SSC, and banking exams, candidates are often tested on the structure and functions of JCM/JCC under Indian polity and labour welfare topics.
