What is IAY?
Indira Awaas Yojana (IAY) is a flagship housing scheme launched by the Government of India in 1985, aimed at providing financial assistance to Below Poverty Line (BPL) households in rural areas for constructing and upgrading their houses. Administered under the Ministry of Rural Development, IAY was originally a component of the broader Jawahar Rozgar Yojana and later became a standalone program. It targeted Scheduled Castes, Scheduled Tribes, and free bonded labourers, with a focus on women empowerment by insisting that houses be registered in the name of a female member. The scheme provided a fixed grant per unit, which increased over time, and was implemented through state governments and panchayati raj institutions. IAY played a crucial role in reducing rural homelessness and improving living conditions for the poorest. In 2016, the government merged IAY with the newly launched Pradhan Mantri Awas Yojana (Rural) or PMAY-G, which now carries forward the mission with higher grants and better targeting. The acronym IAY is still used in official records and historical references.
