What is HOM?
Head of Mission, commonly abbreviated as HOM, refers to the senior diplomatic representative appointed by a country to lead its diplomatic presence in a foreign nation. In India, the term is widely used by the Ministry of External Affairs to designate Indian ambassadors, high commissioners, and permanent representatives stationed at Indian embassies, high commissions, and consulates abroad. The HOM is responsible for overseeing all diplomatic operations, representing India's political and strategic interests, negotiating with the host government, and ensuring the welfare of Indian nationals residing in that country. The position is typically held by officers of the Indian Foreign Service (IFS) cadre who are appointed based on seniority and experience. In multilateral bodies like the United Nations, the HOM usually refers to the Permanent Representative holding ambassadorial rank. The term is frequently encountered in UPSC Civil Services, IFS, and other government competitive examinations where questions on diplomatic protocol and international relations are asked regularly.
