What is HLR?
The Home Location Register (HLR) is a centralised database in GSM and UMTS mobile networks that permanently stores subscriber-specific information. It holds critical data such as the International Mobile Subscriber Identity (IMSI), mobile phone number (MSISDN), current location area, and subscribed services. In India, all major telecom operators—Airtel, Reliance Jio, and Vodafone Idea—deploy HLRs to authenticate users during call setup, track their location for roaming, and route voice calls and SMS correctly. When a subscriber switches on their phone or moves to a new circle, the HLR interacts with the Visiting Location Register (VLR) to update the temporary location and enable seamless service. The HLR is a critical node for network security and billing, as it stores encryption keys and service profiles. With the evolution to 4G and 5G, HLR functions have been integrated into the Home Subscriber Server (HSS), but the core concepts remain exam-relevant for telecommunications engineering students and professionals appearing for competitive exams like GATE, BSNL JTO, and ISRO.
