What is HIA?
Health Impact Assessment (HIA) is a systematic process that evaluates the potential health effects of a proposed policy, programme, or project on a defined population. It provides evidence-based recommendations to decision-makers to maximize positive health outcomes and minimize negative ones. In India, HIA is increasingly recognized as a crucial tool for integrating health considerations into non-health sectors such as infrastructure, urban planning, and industrial development. The Ministry of Environment, Forest and Climate Change (MoEFCC) has issued guidelines recommending HIA for large-scale projects, especially those near sensitive ecosystems or vulnerable communities. It is used by state health departments, environmental consultants, and public health researchers during the planning stage of initiatives like highways, power plants, and mining operations. While HIA is not yet a statutory requirement under Indian law, its adoption is growing due to judicial interventions and international commitments.
