What is HTA?
Health Technology Assessment (HTA) is a systematic, multidisciplinary process that evaluates the clinical, economic, social, and ethical implications of health technologies. In India, HTA is primarily used by the Department of Health Research under the Ministry of Health and Family Welfare to inform policy decisions on the adoption and reimbursement of medical devices, drugs, vaccines, and public health interventions. It plays a critical role in the country's ambitious Ayushman Bharat scheme and other state-level health programs by ensuring that resources are allocated to interventions that offer the best value for money. HTA reports are generated by designated HTA agencies such as the Indian Council of Medical Research (ICMR) and are applied during procurement negotiations, health benefit package design, and clinical guideline development. The methodology relies on cost-effectiveness analysis, budget impact models, and systematic reviews of evidence.
