Grievance Redressal Mechanism
Full Form of GRM
What is GRM?
A Grievance Redressal Mechanism (GRM) is a structured system through which individuals can file complaints, seek remedies, and receive timely responses from public authorities. In India, GRMs are widely used across central and state government departments, public sector undertakings, local bodies, and educational institutions to address citizen grievances related to service delivery, corruption, delays, or administrative failures. Notable examples include the Centralized Public Grievance Redress and Monitoring System (CPGRAMS) under the Department of Administrative Reforms and Public Grievances, and state-level portals like the Rajasthan Sampark portal. The mechanism typically involves multiple tiers — from the frontline department to appellate authorities — to ensure accountability and transparency. In recent years, the government has emphasized digital GRMs through mobile apps and websites to make the process accessible and trackable. For competitive exams like UPSC, SSC, and state civil services, GRM is an important topic under governance, public administration, and e-governance. Understanding its components — receipt, acknowledgment, grading, escalation, and closure — is crucial for exam questions on citizen-centric administration. The GRM thus forms a backbone of India’s efforts to improve governance and uphold the right to public service delivery.
