Grievance Query Index
Full Form of GQI
What is GQI?
The Grievance Query Index (GQI) is a metric employed by Indian government agencies to assess the efficiency and effectiveness of public grievance redressal systems. It quantifies the number of queries received, their resolution status, and the timeliness of responses, serving as a key performance indicator for departments under the Centralized Public Grievance Redress and Monitoring System (CPGRAMS). When a citizen files a grievance through CPGRAMS, the GQI tracks each stage—from acknowledgment to final resolution—helping administrators identify bottlenecks and improve service delivery. This index is particularly relevant in ministries such as Railways, Posts, and Banking, where high volumes of public complaints are common. The GQI is updated periodically and published in performance reports, enabling transparency and accountability. It is also used in internal audits and reviews to benchmark departments against each other. For aspirants preparing for UPSC or state civil services exams, understanding the GQI is important as questions on governance reforms and e-governance tools frequently appear. The index supports the government’s broader goal of “minimum government, maximum governance” by ensuring that every citizen’s query receives a timely and satisfactory response. In essence, the GQI is not just a number but a tool to measure the responsiveness of the state to the grievances of its people, reflecting the health of the democratic grievance mechanism in India.
