What is GGI?
The Good Governance Index (GGI) is a comprehensive framework developed by the Ministry of Home Affairs, Government of India, to assess the state of governance across all states and union territories. It measures governance performance based on ten key sectors: agriculture and allied activities, commerce and industry, human resource development, public health, public infrastructure and utilities, economic governance, social welfare and development, judicial and public safety, environment, and citizen-centric governance. The index assigns a composite score to each state, enabling comparative analysis and identification of best practices. First launched in 2019, the GGI is updated periodically, with the latest edition covering 2020-21. It is widely used by policymakers, researchers, and civil service aspirants to understand regional disparities and governance effectiveness. For UPSC and state PSC exams, questions on GGI rankings and methodology frequently appear in the governance and public administration sections. The index not only highlights achievements but also pinpoints areas needing reform, fostering a competitive yet cooperative federal spirit among states.
