What is DLM?
The Digital Literacy Mission (DLM) is a flagship initiative by the Government of India launched under the broader Digital India program. Its primary objective is to provide basic digital literacy skills to citizens, especially in rural and underserved areas, enabling them to use computers, mobile devices, and the internet for everyday tasks such as banking, government services, and communication. The mission aims to bridge the digital divide and empower individuals to participate in the digital economy. DLM is implemented through a network of Common Service Centres (CSCs) and training partners, offering short-term courses at minimal or no cost. It is particularly relevant for students, homemakers, and senior citizens who lack prior exposure to technology. The mission has been instrumental in achieving the target of making at least one person per family digitally literate. For competitive exams like UPSC, SSC, and banking, DLM often features as a key government scheme related to e-governance and digital empowerment.
