What is CSS?
The Central Secretariat Service (CSS) is a Group B civil service of the Government of India that functions as the administrative backbone of the Union ministries and departments. Established to provide continuity and expertise in policy formulation and implementation, CSS officers handle drafting of cabinet notes, parliamentary questions, and coordination between departments. The service is recruited through the Combined Graduate Level Examination conducted by the Staff Selection Commission. Once appointed, CSS officers typically serve as Section Officers, Under Secretaries, and eventually rise to the rank of Deputy Secretary and Director. They are posted in various central secretariat offices in New Delhi and are essential for the smooth functioning of the government machinery. The CSS cadres are managed by the Department of Personnel and Training, and the service offers a structured career with assured promotions.
