Community Development Programme

What is CDP?

The Community Development Programme (CDP) was a landmark rural development initiative launched by the Government of India on October 2, 1952, coinciding with Mahatma Gandhi’s birthday. It aimed to uplift rural communities through a holistic approach covering agriculture, health, education, infrastructure, and social welfare. The programme was implemented through Community Development Blocks, each covering around 100 villages, and was managed by a Block Development Officer (BDO). CDP marked India’s first organized effort to empower local panchayats and involve villagers in planning and execution of development projects. Over time, CDP laid the foundation for subsequent rural schemes like Integrated Rural Development Programme (IRDP) and MGNREGA. Although CDP was phased out in the 1970s, its model of community participation remains influential in Indian rural policy. For competitive exams like UPSC, State PCS, and SSC, CDP is frequently asked in the context of planning history and rural development. Understanding CDP is essential for grasping India's post-independence developmental trajectory.
