What is BLC?
The Bihar Legislative Council (BLC) is the upper house of the bicameral legislature of the Indian state of Bihar. It is a permanent body, not subject to dissolution, with one-third of its members retiring every two years. The BLC reviews and suggests amendments to bills passed by the Bihar Legislative Assembly (the lower house), focusing on non-financial legislation. It was established in 1912 under the Government of India Act, and its current strength is 75 members, who are elected or nominated by various constituencies, including local bodies, teachers, graduates, and the Governor. The Council plays a revisory role in the state's legislative process, ensuring thorough scrutiny of laws. In Indian polity examinations, particularly for Bihar state civil services, the BLC is a key topic under the structure of state legislatures. Its existence and functions are derived from Article 168 of the Indian Constitution, which allows states to have a Legislative Council if Parliament consents.
