What is ARLP?
The Additional Rural Labour Programme (ARLP) is a government initiative aimed at providing supplementary employment opportunities to rural households during periods of agricultural slack. Designed to address seasonal unemployment in villages, ARLP focused on creating wage employment for landless labourers and marginal farmers when farming activities were minimal. The programme played an important role in India's rural development strategy by constructing community assets like roads, water harvesting structures, and irrigation channels while simultaneously offering livelihood support. Implemented through state governments with central funding, ARLP was particularly significant in drought-prone and economically backward regions across the country. It is often viewed as a precursor to later, more comprehensive employment schemes such as Jawahar Rozgar Yojana and eventually MGNREGA.
